Tactical Air Control Party (TACP)

The TACP Intelligence contractor will be an Air Force Intelligence subject matter expert (SME).
The SME will Observe, Coach/Train operational and tactical level understanding of the three main TACP Intelligence roles and responsibilities (Intelligence Duty Officer/Technician (IDO/IDT), Intelligence, Surveillance, and Reconnaissance Liaison Officer (ISRLO), and Unit-level Intelligence Support (ULI)).
Responsibilities:
SME will serve as an Observer, Coach/Trainer (OC/T) to Air Force TACP Intel personnel and Army G-2 Collections teams.
The SME will focus instruction on current operations (ASOC IDO/IDT functions) and future operations (ISRLO within the JAGIC, respective echelon's G-2 shop, or TACP staff), and the Army G-2 Collection Management (CM&D) staff.
The SME will coach all aspects of joint collection, intel support to targeting, ISR optimization, BDA reporting, tracking, Threats to Air Operations, foster TACP Intelligence integration into key Army echelon staff processes such as the Collection Management Working Group (CMWG), Target Decision Board/Working Groups (TDB/TWGs), and respective G-2 syncs/shift changes.
The Intel SME will coach/train with the tactical and operational collection management, PED, and intelligence analysis/reporting tools currently being used.
They will work as the unit leader for Air Force intelligence functions and capabilities that support the interaction with multi-echelon (JTF - Division) training audiences.
The SME will coach/train the training audience on IJSTO integration into ISR support to collections and targeting.
Lead Det 1 intelligence integration and planning efforts in the development of all intelligence functions integral to each major MCTP (JTF, Corps, Div) event and be responsible for the development of operational/tactical-level intel guidance defined by the Air Operations Directive (AOD).
During the exercise life cycle, the SME will propose and integrate intel plans and processes to the CFACC and CFC, coordinate with the AOC/ISRD, MCTP Operations Groups, and Planning/Execution (PLEX) Operations Group to synchronize collection and targeting effort in support of MCTP WFX.
The SME will help build the production of collection plans and processes.
May be positioned forward with the training audience during execution to represent the AOC/ISRD in addition to being an OC/T and work closely with the MCTP Chief or Air Power and the acting CFACC Attend conferences to represent Det 1 and Air Component/ISRD replication and to coordinate on collection and targeting issues with joint MCTP exercise planners.
This guidance will then be distributed to the Air Component Team and the AOC replication cell (RC) to facilitate intel collection and reporting that feeds the targeting input to Strat, TET, MAAP and ATO production/execution processes.
Interaction with General Officers on a regular basis will be required.
The SME will incorporate intelligence IJSTO capabilities into MCTP planning, products, and exercise simulation/replication.
This will include normal interaction with other USAF and Army IJSTO exercise plans/execution personnel.
During the planning process the SME will work with Army and Air Force exercise planners for doctrinally correct and accurate replication, presentation and integration of airpower intelligence collection, reporting and effects contributing to the scenario.
Items to review will be typical air component products for major MCTP WFXs.
The TACP Intel SME will contribute airpower-related oversight, processes and inputs to support and accomplish designated training objectives for the training audience.
The Intel SME will review Operation Order Annexes as required by MCTP and provide changes/inputs if necessary.
The contractor will contribute to storylines and events when required to fully exercise training objectives to be evaluated.
Other planning tasks include attending Initial, Mid, and Final Exercise Planning (IEP, MEP, FEP) conferences, and other key meetings to work scenario development and operational/tactical level integration issues with MCTP and 505 CTS exercise planners.
During exercise execution, the Intel SME will advise and coordinate with AOC and 505 CTS to update air component products to integrate airpower effects and doctrinally correct procedures; articulate all aspects of airpower support and effects through intel-related products and processes available to GOs, HQEs, HICOM and senior leadership; provide inputs and answers to airpower capabilities and limitations in the supporting/supported role; provide airpower inputs to senior leaders in HICOM, and JFC staffs to enhance capabilities of aligned joint and coalition airpower integration requirements; interface and inform air component-related Joint Boards, including the Joint Targeting Coordination Board regarding airpower capabilities, constraints and effects and how Air Force intelligence can influence operations.
Requirements:
8 years ISR Operations experience required.
Corps/Div TACP experience highly desired; AOC, DGS, collections manager experience desired 8 years as 1N0, 14N, or other equivalent ISR ops AFSC within:
TACP/CRC enterprise as Intel Duty Officer/Tech (IDO/IDT) or ISR Liaison Officer (ISRLO); AOC/ISRD or COD; AF-DCGS; ISR operational squadron or staff.
If not qualified as prior TACP Intel, attendance at ASOC IIQC and ISRLO IIQC.
4 years working with CRC, ISRD, COD, AF-DCGS, or TACP operations at Div/Corps levels monitoring current/ future intel operations 4 years of ISR Operations and/or collection management experience with AOC/ISRD, AF-DCGS, CRC/AWACS, and/or Army Corps/Div-level staffs as an embedded AF/TACP Intelligence professional 8 years ISR Operations experience required.
Corps/Div TACP experience highly desired; AOC, DGS, collections manager experience desired 6 years' experience with Air Force/joint intelligence computer systems (TBMCS, JADOCS, CRATE/PRISM, FADE/MIST, UNICORN, chat-based systems, MAT/MARAUDER, IDEX, UVDS) Experience as an Intel exercise designer/planner required.
Highly desired:
Participation in at least 2 AF/Joint exercises as TACP Intel at Corps/Div, ISR ops SME, collections manager, ISR plans, Mission Operations Commander, Intel Observer, Coach/TrainerClearance:
Candidate must be a US citizen and have an active Dept of Defense security clearance.
